Water and Wastewater Fees for Development

The Greeley Water and Sewer Department works to keep costs as low as possible while providing our community with reliable water and sewer services. Water, sewer, and connection fees and requirements (including raw water dedication) are necessary to cover our costs since we do not rely on tax revenues.

Raw Water Fees for New Water/Taps

All new developments in Greeley must dedicate raw water to the city as part of its raw water ordinance. New residential development must supply three acre-feet of natural water for every acre of land in the development. Plant Investment Fees

Once payment for basic water requirements and plant investment fees is received, the Water & Sewer Department will drill a new tap and set a new meter. Contact the Water & Sewer Services Coordinator at 970-350-9810 for larger tap sizes, special applications or more details on installation.

The tap size determines the Plant Investment Fees (PIFs), which usually change on March 1 of each year. The city uses "plant investment fees" to pay for additional treatment plant use.

Connection from the curb stop valve or the sewer main to the building is the owner's responsibility.

The meter fees are a pass-through cost, meaning the customer pays the city's exact cost to purchase the meters.

Tap Fee Exemption:

You will not need a tap fee if you're converting an existing non-residential building to residential use and a professional architect or engineer certifies that the existing tap is sufficient.

Construction, Oil and Gas: Connecting to bulk water station

The City of Greeley has Bulk Water Stations at 535 1st Ave and 3396 East C Street. The stations allow construction contractors and oil and gas companies to collect water from a faster, central point for fracking or dust-control needs. This process enables purchasers to manage their water in half the time it would take to tap and pump from hydrants. The city provides more accurate billing as well. Contractors can purchase water at the station with a credit card or create an online account.

Benefits of Bulk Water:

• Eliminates the need to rent a water meter through the city.
• Cost of 1,000 gallons for construction water is evaluated annually
• Automatically starts and stops with extreme accuracy, wasting less water than hydrants.
• Delivers water faster and consistently at a rate of 550 gallons per minute without spraying out like a pressurized hydrant: Can fill a 2,000-gallon truck in 4 minutes.
• Allows for greater accountability. Contractors can assign a different PIN to each truck in their fleet, creating specific accounting per truck of the times, dates and amounts of water collected by each one.

Hydrant Meter Rental

Contractors can rent hydrant meters from the City of Greeley for temporary construction water usage. Submit your request through eTrakit. The city rents hydrant meters on a first-come, first-served basis for a maximum of six months.
